What's the earliest age a guy can get an erection?

Yeah this kid on men’s health (where this is) said he was 9 and his penis is 9.5 (it’s obvious he’s a troll)
I want to answer this question but I need to know the following information to answer it the way I want to.

Baby boys even get erections whilst still in the womb. Anyone who has had a baby brother will know that they get erections at times when being bathed or changed. Not all erections are because of sexual stimulus.
Penises do vary quite considerably in size at any given age. You must remember that Yahoo!Answers is an international forum. Outside of the USA it is usual to measure things in centimetres rather than in inches. There are approx 2.5 cm to the inch. If the kid was quoting his penis size in cm (as is very possible) then it would have been 3.8 inches – a reasonable size for a 9 year old.
If he was quoting in inches then he was clearly misreading the tape measure!
